Vertex shaders have a negligible effect in most games ...

If you look at what matters most for most games, it's going to be GPU_CLOCK*PIPELINES and MEMORY_CLOCK*BUS_WIDTH ...

well if you give us info on why it wont open, then....it you double click on it and nothing happens, check the event view to see if it crashed. anyways, you can probably get away with fear and oblivion at medium, hl2 at med-high. also most of the games have auto detect settings when you first run it, so try it at those settings at first, if its smooth, turn the graphics up a notch, otherwise...
