It is never necessary. Raising the minimum wage is a tax on the middle class. The middle class mostly uses business that employ minimum wage making people. Ie grocery stores, fast food, things along these lines. If you raise the minimum wage, you further tax the middle class. Because the middle class has to deal with increased prices, they consume less. Thereby reducing the number of people needed to work in minimum wage paying jobs. Therefore, hurting the same group of people you intended to help.
fwiw, i once made minimum wage.
It also ****s over the poor. As minimum wage increases, alternative methods of getting low-skill jobs done become all the more reasonable.
