Capacitor problems

I have a tsunami 5fared capacitor and when I install it it cuts in and out voltage drops and also a 0 amp reading on the display.

Problem is you have a cap. Toss that shinny metal cylinder in the garbage can.

see I really want to just toss it but since I paid for it I might as well use it lol. So if you do have any know how on how to fix it or any other advise to get the best out of my system I would like to know.
