cap question

if i bought a used cap does that mean that it is already charged? and what if a cap isnt charded with the resistor? what if sumone just hooked the ground up and then hooked up the power to it does that just mean that it will take longer to charge or that it will never be charged???

Mount the cap first thing.. then hook up your ground wire..next get a test light and hook up the aligator clip the the positive side then touch the tip to the power wre.. when the light goes out the cap is charged. It shouldn't already be charged they tend to discharge very quickly and would arc on just about anything if it gets close enough to do so..
