Maybe something's fecked in the HU... are your front/rear speakers half as loud as well or just your subs?

yeah man. im reading 1.3 ohms @ the amp + and - inputs.

Try using another rca's i had a problem like this and it was one of the rca's that was bad.

Check to see if the amp is set to master , also try installing the amp in another car. The whole thing sounds really strange due to the fact that it is decreased output. 99% of the time when an amp goes bad it is a cap, resistor or a mosfet and that usually prevents the amp from having any output.

Double check the install, or swap another amp in its place. Process of elimination.
