The lift is generated by the velocity of the air not the wing. It would lift up slowly gain forward momentum and then begin to fly naturally. Assuming powerful enough engines however.

exactly, but if there is no wind, and the velocity of the plane is 0(150mph forward while the conveyor is 150mph backwards), there is no wind velocity.

technically, the airfoil is what creates the lift from the wind velocty though. different airfoil designs can make more or less lift from the given wind velocity. Slowe planes, like ultralights, have a higher foil to slow down the air passing over the foil even more, making the overall lift greater. Compared to figter jets which have a Sleeker, more efficient air foil that creates less drag, since it dosent need such a great lift at low speeds.

either way, thats besides the point. No wind velocity = no lift.
