Best setup on a 1100 Watts $400 budget?

In essence, what I am trying to figure out which is on overall better setup: 2 ~$200 10's, ported. Or 1 high quality ~$400 12 or maybe even 15. And let's assume I willing to give up 2 ft^3.

For example, I'm considering 2 10" Fi X's or SA's. How would this compare to 1 higher end sub like an SA X v2?

 
So the main factor here is space? In other words, having 1 high end sub would be best for those wanting the most performance for the least amount space? A $400 12 produce more output than a $200 12 though, despite the same cone area, right? And it should have better SQ?

No you just choose your setup based on how much space you have. Its the box that gets you loud and sounding good. You pick subs that work well in the amount of airspace you have and you fit the most cone area you can in that space while making sure that the sub is in an optimal enclosure.

You can have a 5000 dollar sub in a crappy box get completely stomped by a smaller flea market sub in a perfect box.

 
No not necessarily. A sub taking 1100 watts in a proper box that cost 100 bucks would be louder and sound better than a 500 sub taking 1100 watts in the wrong/junk enclosure. A more powerful sub only gets louder with more power. Not necessarily a direct swap of the 2 will have any significant gains or losses

Yes I agree, but what I was saying was under the assumption that the box for both scenarios was proper. So when is it better to go 1 expensive sub vs two mid-priced?

Go by cone area.

Two 600 rms 12s will get louder than a single 1250 rms 12.

two 10s beat 1 12

two 12s beat one 15

one 15 beats two 10s

I can fit a box that is about 28" long, about 12.25" high, and ~13-14" deep. So we're looking at ~2.5 ft^3

What I just realized is that, that height pretty much limits me to a 10" sub.

Because depending on the 8's, they enclosure for them can be slightly larger than suggested, then factor in port, and subs' displacement might get ya pretty close to a enclosure that will fit in the space your wanting vs. 2 10's is what I'm telling you. Or a single 10 might work also.
