Best quality audio system

I can get the following amplifier, subwoofer and 6 x 9's. Which will be the loudest and best quality together.

Depends on the listeners ear. Some people like speakers others don't really it's all personal preference. that said Polk does put out some nice gear. I' am a little bit partial though so.

powerbass is garbage product. i have had to install for many years and would never recommend to any friends at all. i was forced to do a dub show and SEMA car for them as well. I'd go with some ppi black ice amps for highs or even a sub amp.. eBay still has the audio technix AT 400.1 amps for $110. Which is A LOT of amp for that price. You can spend less than $200 for a sub amp and a highs amp!!! Very hard to beat that.....
