Again, the reason why it drops significantly when bass boost is off is because you're not bumping that frequency up. I'd recommend just not using it at all. Whether you have your gains low and bass boost up or gains high and bass boost off, either way it will draw current. Only way to tell is by using a DMM.
What I would recommend doing when setting your gains and whatnot is turning bass boost off, have the fader at the highest you would use , if you use a gain knob (not the one on the amp but a separate one), then have that on the highest as well, and then set your gains by whichever method, either the DMM or by ear. I'd recommend using a DMM. I personally just set gains by ear on music. I didn't use tones because I don't compete and I only listen to music, no bass tracks (only once in a while and that's when I lowered sub level and volume a tad.
If you do it this way, then say whatever the max you play your music at, if set up correctly, you don't have to worry about damaging your equipment. And say you want to lower it, because you don't want all that much bass for whatever reason, you can simply turn down the gain knob as you drive and if you want to turn it back up, you can turn it all the way back up and be fine.
