Bad pair or time for EQ?

Just got in a set of tweets to complement the door speakers, put one in and got blasted away from the tweets compared to how loud the door speakers used to be. Can't even hit full volume without a lack of bass.

Does this sound like a bad pairing of crossovers and tweets or just a good time to pick up an inline EQ or something with DSP?

Running a **** quality PA amp as well, not sure if that is causing difference in the sound signature.

Pairing is an older set of Phoenix Gold 6.5cs woofers with PPI PT2 1" Titanium tweets.

Thank you for any help.

Would up grade amp first. Also what head unit do you have?
Cheapo Planet Audio, same as amp. Double din and decent, nothing compared to some of these top line Pioneers though. none even 4v outputs. Preset EQs, no parametric.

Played many of songs through this and only in some selection of the most vocal and midranged songs actually sounded near balanced on these tweets, after adding the "Loud" setting of all things.

Money for a higher quality double din simply does not exist as of now, I don't have a good 500 sitting to get a quality deck.
