Your electrical is gonna make or break you, either choice for the subs is solid.

Never heard the AQ, but I had 2 level 4's ran off 2500w and loved them. Great speakers, good low frequency extension.

3.75cuft would be fine for 15"s. If you are willing to go with HD312s...ebay would be a good place to look right now(not my auction, or anybody I know)

haven't heard the DC's, but I've done plenty of AQ boxes/set ups and have been very happy with all of them.

8 - 8.5cubes tuned around 38hz with the power you have...

No... Dont let the high tuning fool you with these subs. They will get nasty low tuned high.

agreed, i think the hdc are cheaper

i can get a rockford t2000 for cheap like 500 from a friend........would it be better to power the lvl 4s with that or should imove down to a lvl 3

You should be fine. I'll only be sending my lv4xl 1500w or so and Rusty said that should be enough.
