i have a 99 Accord and this rubber boot thing on the front passenger side is cracked opened. is it something i need to fix asap or do i have some time. also, do you know about how much it will cost to get it fixed?

Its a CV boot cover, the longer you leave it cracked open the more rocks/debris will get in the bearing and fuck it up. You'll have to take a bunch of shit off to replace the boot, but its the only sure way. When it's too late to save the bearing, you'll hear clicking when you turn.

He is talking about the tie rod bushing i believe. Hence the red circle around it.

 
Tie rod end boot, inside is grease to keep your tie rod end lubricated. When it breaks or gets torn the grease usually escapes, allowing dust and debris to enter. You'll probably want to replace it pretty soon (You can sometimes buy just the boot and replace it, but you're probably better off just buying a new end as who knows what damage has already been done... could be none, could be some, but the part itself really isn't too expensive usually). You can count the turns when removing it, and put the new one on the same about of turns, essentially not affecting the toe portion of your alignment. However, a wheel alignment is usually recommended after replacing such a component. Good luck!

As for price, call your local parts store... Napa, Carquest, Advance Auto, etc for price quote. Labor is probably ~ .5hrs and will depend on the hourly rate of the shop, probably between 70-105 per hour. Wheel alignment prices vary also, if you decide to get it done, and probably average $90, some places will of course be cheaper and others more expensive.

 
Unless the part is gold plated you shouldnt have to pay no where near 90 dollars for it. Replace the whole piece its called a "tie rod end" very simple to replace may take some muscle and banging to dislodge it. I paid 37 dollars with tax for mine with nice grease fittings.
