Tie rod end. Fixed in about 30 minutes but you will need an alignment after you repair it. What happens if you don't fix it? It will break and your wheel will just flop around and you'll have no steering control on that side of the wheel. No special tools required.

If it breaks I believe that tire will no longer be connected to the rack and pinion which stears the car //content.invisioncic.com/y282845/emoticons/fyi.gif.9f1f679348da7204ce960cfc74bca8e0.gif I did my tie rod with a torch and a hammer...the torch cuz it was stuck. But spray some wd-40 let it sit for a while and smash it outta there. Also mark the threads with somehting so you know where the new one needs to go exactly and you may not need an alighnment.

 
Disgronificator that's an expensive part last i checked they were over $1000.
