amplifier output

I just installed an amplifier (eclipse za1200) and i was trying to set the gain with my dmm and the output voltage was only 13.9-14.1 volts with the gain cranked all the way to the max, and only around 1.2-1.4 volts with the gain down lower, what could be the cause of such a low output? The digital read out of my capacitor stays at a steady 14.2 volts, like there is no drop what so ever, and i know with my stock electrical system it is definitely supposed to drop more than that. My subs are wired correctly (two 2 ohm kicker L5) and my head unit is the alpine IDA-x303, and yes all of the sub settings are on and up. any help would be greatly appreciated, i've been fumbling around with this for days

what did you use for source material? 0dB 50Hz tone? what head unit? what head unit volume? HU sub level control?

My headunit is an alpine ida-x303 sub volume at 15 (max) volume at 2o (3/4) and yea I used a 50hz tone recorded at 0 db
