amplifier output

I just installed an amplifier (eclipse za1200) and i was trying to set the gain with my dmm and the output voltage was only 13.9-14.1 volts with the gain cranked all the way to the max, and only around 1.2-1.4 volts with the gain down lower, what could be the cause of such a low output? The digital read out of my capacitor stays at a steady 14.2 volts, like there is no drop what so ever, and i know with my stock electrical system it is definitely supposed to drop more than that. My subs are wired correctly (two 2 ohm kicker L5) and my head unit is the alpine IDA-x303, and yes all of the sub settings are on and up. any help would be greatly appreciated, i've been fumbling around with this for days
