He apparently cited some European industry article about lead-free replacements for standard rosin/lead based solder...and did a brain dump to the keyboard without really thinking of what he was writing.

 
Yea, from what I got, the industry is being made to switch to lcertain element-free solder materials and they were talking about the problems that amy arise from using lead-free materials. e.g., lead is a mushy substance so it absorbs the shock from some vibration.

Well I re-read what he wrote after I read some of the article and I think I can better summarize what he is sayin..

European market is restricting the use of many fundamental materials used in soldering. This could cause problems with reliability due to the fact that they are unable to find a combination of or single material that performs as well as lead. He meant to say that all the new electronics that will be using these new materials will be POS's and that we will all have major reliability issues with our products.
