well, we have JDAM and smart missiles but they're probably much more expensive than even all the wasted ammunition. watch some of the videos of foot soldiers fighting, there's times where they literally just spray in any which way to make the enemy think they're getting fired on lol snipers are the real killers at range.

you also have to consider they're moving at nearly 200mph at times and while our stabilization systems are pretty good they cant account for the airmass its flying through and wind, etc
