ADS AL6 X over point for tweets and mids?

I have some ADS AL6's. Of the 2 tweeters one tweeter seems to output more highs than the other tweeter. I swapped the 2 tweeters between left and right and the tweeter does the same thing. The tweeter in question ohms out to 4.1Ohms. If I shake the tweeter with the grill and locking clip off, it makes no rattling noise.

Does this tweeter need to be re-coned? Anybody know if this still can be done?
