Adjusting amp gain with a meter

So I’m trying to adjust the gain on my amp with a meter and it’s only reading 0.5 volts. With the gain all the way up or down it still reads the same. Speakers work fine so I know they are getting power I just need to adjust the amp so I don’t blow them. I used 2 different meters and got the same reading. Meter set on dc volts and auto setting so I know it’s set right. Any suggestions are appreciated
