Well, if it's on someone else's account on Verizon, then they'll have to call to have it canceled. Otherwise Verizon could be activating a phone you stole, as far as they know.
CDMA phones must be activated by the IMEI (formerly ESN) number by the carrier.
Hope it's not tied to a Verizon account with an outstanding balance, or you're f00ked.
