I completley disagree. First off, you MELT the sugar through a slotted spoon so the dissolution of the sugar occurs more rapidly. Good absinthe WILL produce hallucinogenic effects...but the good stuff is gonna const ya. While my friends and I were up in Mt.Tremblant on winter break we paid some +$100 Can for a bottle, three shots each, consumed in the traditional method. The hallucinogenic effect was mild, nothing crazy like 'shrooms. A good absinthe will taste like licorice. What most people don't realize is that there is an equlibruim point in which the effect of the alchohol will overtake that of the hallucinogen and all you will feel is drunk.
