99 Blazer not turning over

Okay, my mom's truck is once again having problems. It is a 1999 4.3 4x4 Trailblazer package.

When you go to turn the key, nothing happens. When you try to turn the key back towards you, you can't get it far enough back to remove from the ignition. The fuel pump was replaced 6 months ago, and was similar to this problem, but it would try to turn over; now, nothing at all happens, no clicking noises or anything to signify any attempts of activity. Checked all the inside fuses and the fusebox under the hood. Any suggestions?

Correct. Accessory is furthest back, then off/remove key is 2nd, then the ON position, then finally is the start position. It goes from on and lets you attempt to turn it over, but it doesn't turn over or even try to start.

Have you check the battery? If the ignition swith is stuck in the "on" position then it probably kill the battery. As you try to turn the key to remove it, turn the steering wheel in both directions as well. Sometimes the switch will get locked and you have to turn the steering wheel to unlock it.

Is it in park?

It's in park, the thing is, it won't shift out of park. The wheel won't lock either because the key is still in the ON position. Normally when it's in the ON position, it will let you change from park to drive and such, not right now though.

sounds like your battery died from the key being in the on posistion and the reason it wont shift outta park because you to depress on the brake pedal to activate the brake switch to let you shift it out of park....sounds like you might need an ignition switch ive seen that on these models a few time before.....
