87 dodge dakota 3.9L carburetor problems

does any one know how to tune this carb.

i have replaced the fuel pump the fuel filter, carburetor kit. ignition cables and plugs.

the truck has power and runs but for some reson it starbs of fuel in like five minutes of driving time or realy quick when driving over 35 to 45 mph. but it will idle for ever. there would be zero fuel in the fuel bowl of the carb. im leaning toward a sticking float. but the one i have right now looks like is in tip top shape. what could be the problem?
