It's a line driver. It amplifies the signal going from your headunit to your amps. There are a few reasons off the top of my head why they're nice to have:

1) If your headunit is sending a weak signal which requires you to turn the gains all the way up, a line driver will allow you to turn it down (better sound quality)

2) Noise rejection.

would not improve the sound quality at all. but your 2nd reason is the only reason. with the gains lower, there is less chance of hiss/unwanted noise entering your amp.
