2 tens on more power or 4 10's on less

OK I have 2 type x tens getting 2000 watts.

Would it be better to have 4 tens getting 1700 watts or would it not get any more spl.

Depends on efficiencies, but in general, I'd go with the 4 set.

(Although you're probably just talking about the same subs.)
