what kinda power do they actually put out at 13.8v and do you have any idea of what amount of amps they draw?

They are a little current hungry, But being honest, They are not that much worse then other amps of this size... On 13.8v you will see around a solid 3300-3500@1ohm.

I owned one of these. It was the most current hungry amp I had ever seen. Otherwise a nice amp. Durable.

I'm not saying it's a bad amp. People just better be prepared electrical-wise. I had 2 big deep cycles, big 3 done with 2/0, a 200 amp alt, and running the amp at 2 ohms. I had voltage drops down to 10 volts.
