2 channel amp putting out different power on each channel??

I recently purchased an older Mtx 2 channel amp on eBay (RT2200X). When I received it I hooked it up to run my Components. I set the gain by testing the left channel with a DMM to 21 volts then I decided for the hell of it to check the right channel it said 24.3 volts. A 38 watt difference and of course quite a noticeable difference when listening to music.

What would/could cause this? Is it something that could be fixed easily or is this amps calling to be a mono amp? I would like some input on this from you guys

and no my headunit is not faded right
