Comedy theory lesson I am making up stoned:

Skip a lot more frames in the cut where he looks at the camera and flies towards it, and a few of the "travel scenes". It will make it look like it "happened faster".

The humor in that clip is the fact that he gets so amped up to fly at someone and gets utterly and completely repelled in a humiliatingly severe way. So, to maximize that as the reason for the humor, you want to increase the viewers perception of those key elements, which amount basically to: the tenacity of Vegata's intent, and the sureness that he has in his success being easily thrown aside as useless.

Cut scene to suit humor's purpose, and enjoy.
