16Volts?

its not rocket science i have 2 EA alts charging my 16 from a external reg. and from that i have PM step down (because i dont have kinetik HC16V with the 12V post like DJ ) that i hooked to my 12V side and it charges my 12 batts that simple and im charging 19.2 and 14.7 no problems at all

you can also get a flux cap like sundowz has and use your 12V alt and reg. with a MLA if you like and hook 12V up to the flux cap and you have 17.9 out to your 16V batts your stock 12V system is never touched (get with sundownz if you want flux caps or more info on them )

 
16v can be a problem if it's not set up properly. You could run an alternator with an adjustable voltage regulator and set it for 15v with no problem.
Talk to any of the professional alternator builders who can help you with that type of upgrade.

You don't need an external regulator.

Get a standard alternator and if you want a little higher voltage without the risk of burning up your car, then get the MLA module.

Besides, 16 volts from an alternator only makes sense if you have 16v batteries, which it doesn't sound like you do.
