12's hit the lows like an 18

I was just wondering if a 12 can hit the lows like an 18? I have an tc sounds lms 5400 18" now. and its pretty nice. but i'm putting some twelves in a second car due to size issues. Is it all in the fs numbers or box design?

Correct box design + low tuning can help you hit the lows, also some subs sealed can go low very nice.

All in the sub and the box. If you want a low end monster that won't break the bank, I suggest the Mach 5 Audio IXL.

I was thinking of maybe going with a mach 5 18" sealed. doesn't require much space.

All depends on the enclosure design and sub choice.

wattage is a guideline as the amount of power a sub sees varies with box design, signal, tuning, impedance rise, etc.... tons of factors..... but GENERALLY yes, follow the upper limits and use common sense.
