That SI Mag is a great woofer. But the SA-12 looks good too. I would spend the money on a SA-12 now and save up to get the Mag reconed later. Maybe even spend some time learning how to do it yourself so you can save money on labor and shipping.

mdf is cheap, your other option would cost more unless you go with inexpensive plywood. Your second question is impossible to answer. Generally all things being equal, a lower tune will give you a lower audible frequency and less overall SPL.
