It depends on the voice coils. I assumed by your original post that they're single 4 ohm's. If they are, then you can wire them down to 2 ohms or up to 8ohms. I can't see your equipment, so I have no idea how you can wire them. More often than not, subs in that power range are single voice...

You won't ruin them. That amp is almost certainly rated at 14.4 volts. The car probably sits at 13.8. That means it won't push 600 rms. It actually sounds like a good combo. If it turns out to be too much power, then wire it up to 8 ohms.

That's determined by the sort of box your sub/subs are in. I'm sure you would "feel" a pair of 15's in the right box on that budget. Like a pair of CVR 15's in a ported box, tuned low. Just an example, but they go for just a little over a hundred a piece and don't need much power.
