Active would be picking ALL of the x-over frequencies for the speakers. This includes a bandpass filter for the mids and a high pass for the highs. This will involve at least four channels of amplification if you're running a 2-way component setup.
I've seen it said on here many times to sand the paint before applying clear, but I read an article on car painting that said that you should only sand the primer and the clearcoat and not the basecoat color.

AGU fuses can be found in 120 A sizes I believe. You fuse to the wire, so assuming you're using 4 gauge wire after the D-block I would get some 120 or 100amp fuses and call it a day.
If that amp can run stable at .7 ohms which is what it would be around after impedance rise, then yes, you will see a big increase in SPL and also SQ since you can run it at the same levels as before but with less distortion.
Bigger drill bit is needed probably and countersinking.
Any hardware store will have them. IIRC they are around $15-30 for the cheap ones depending on the length.
