I wonder how many "applicants" are illegal immigrants. If there was even ONE that blows his arguments out of the water because 1. he would have to prosecute them for trying to get assistance. Which would mean he is aware they try to get it. 2. he is already aware that illegals get assistance and he is prosecuting the ones with clerical errors and claiming they are being fraudulent. Which makes him aware.
