And since we want to look at increases, let's look at wage increases by year. Only 3 years in, the cumulative wage increase under Biden is 18.64%. In a full 4 years, it was only 13.65% under Trump.
Seems Trump was really slacking since he never even broke 4% per year.

As for "more manufacturing here", employment in the mfg sector dropped while he was POTUS, with the decline starting well before the pandemic. Mfg jobs increase under Biden and are higher than they ever were under Trump.
What makes you confident he's going to create manufacturing jobs THIS time around?

My plan would probably be hundreds if not thousands of pages, but would be a pyramidal approach, with the top of the pyramid being a goal of improving life for as many citizens as possible.
The next level would be identifying the metrics that affect people's lives the most, and that the administration can affect the most (income, safety, education, unity, are some heavy hitters).
The next might be assembling a vetted team of advisors with proved track records, who can then work on building the administration with similarly vetted individuals who are experts in their particular field.
I would not pick anyone simply because I saw them on TV and they said something positive about me.
