Hey Rob, why did Biden sign executive order 13?

-Biden declared an immediate termination of the national emergency declaration that the Trump administration used to divert federal funding to building the U.S.-Mexico border wall, and ordered a pause on its construction while the new administration reviews the funding and contracts.

Possibly so the new administration could review the funding and the contracts?
Possibly because Trump's emergency declaration "was an end-run around Congress after repeatedly failing to secure the funding his administration wanted"?
Possibly because the money was diverted from the Pentagon and Treasury without congressional approval?
Possibly because $10B of the funding for the wall was pulled from funding our military?
Possibly becasue he knew the whole idea was as stupid as they come, and that the majority of Americans were against it?

I'm sure there are many more possible reasons.
