there really isnt a deterrent. i doubt they care as long as they collect their seller fees.
If someone wins that was shill bidding on your item. after like 3-4 days you can file a non-paying bidder form or watever, just make sure you pick the 1 where it doesnt give the buyer a neg on ebay. Then u just get your money back from the auction and relist it. Im sure if you do this alot and none of your items every sell they will catch on, but the stuff i list always sells......
