cable bogs down when a large number of people get on it. call the cable company, or run a speed test

maybe you should reset your modem and leave everything off for a little while than turn everything back on

i have a router. and whenever i open the ports, and click save settings, the ports that i opened are never saved.

thats because you have to specify what IP address to open them up for... to find your xbox's IP address look in the network connections. what game was it? i've noticed that halo3 has been acting up recently and its not on my side. also, try resetting your router, modem, and network adapter(assuming your 360 is wireless)
