WWE definitely sucks and its not going to get any better because its a publicly traded company. They have to impress the stockholders. Not only their own but the ones at NBC too.
(as someone already mentioned, that joint venture with NBC is still standing, as USA Network is owned by NBC and they also have an agreement to supply NBC with 3 - 5 episodes of Saturday Night's Main Event every year)
Before 2000 or so, it was privately held, so they could push things as far as the FCC would allow them to.
