They are to add "rep points" If you think somebody deserves props for a post, you click an icon by it and give them positive rep points, the more point you get, the more green dots you have, if you get alot of neg points, they will be grey dots instead of green, CAF has had it for a few months now, works pretty good, I'm a fan...
