There have been ties in the NFL. Professional outdoor soccer games are 90 minutes, or two 45 minute half's. For the most part, the international games, not MLS which is here in the USA, game times count up to 90 minutes. The ref's keep track of the official time on their watches, just like in NFL, the score board clock is only a reference for the fans. In WC games, if there is a delayed time due to injury, they add the approximate time lost to the end of the game. Think about how much actual game play there is in an NFL game (11-15 minutes of actual game play), and all the times lost from penalties and injuries are lost period, no getting that time back.
