Well, if its a weak signal because your internal wifi card isn't strong enough to transmit to their router then a repeater might work. If its simply to far for you to even get the signal it wont help. Buy one cheap off ebay and give it a try. You could also get one with a detachable antenna...put the antenna outside and the repeater inside.

I can get a signal, but its a very poor one. Windows tries to connect, but it cant. NetStumbler doesnt recognize it at all.

Thats what im looking for, lol. The connection I have on dial up is 28.8k on it's good days.
