To answer the original question:

They dump on the lettuce because its cheap. It makes it look stuffed full of everything. It costs less to fill it up with lettuce than meat and cheese

I had three ranch locos taco supremes for lunch today. They put the right amount of lettuce/sour cream/meat/cheese on, but gang-banged the shit out of my tacos with tomatoes. There were tomatoes for days
