who do u have? I know qwest caps your upload speed somewhere around there until you get the 40mb fiber optics. Then it goes up.

If its Comcast or Charter and you torrent they throttle your speeds as well. Something else could be running in the background hogging bandwidth as well.

my download speed is 1 MB/s but my upload is about 50 KB/s. time warner (aka road runner) is the only isp that has decent coverage here. we have the highest package....
