Why do spammers get to break the rules?

idk why they do, but if your hear long enough they mostly post spam in the California state of this site.

I have been here since late 03 and joined in 04 and already know that. This particular person gets to post his spamming signature in everyone of his posts though. Not just California where it belongs //content.invisioncic.com/y282845/emoticons/crap.gif.7f4dd41e3e9b23fbd170a1ee6f65cecc.gif
