I doubt it's illegal.. If spyware is still legal, I don't see why this wouldn't be...

because they are a bunch of conservatives spreading propaganda, about how competetion in the grain marketing system in canada will increase farmers profits.

The Canadian Wheat Board has a monopoly on wheat and some barley sales and the conservatives what to remove it.
