Whining noise in right tweeter

I took my car to Best Buy to install my Cadence CWM6 Component Speakers component speakers and MB QUART 2000 Watt DSC4125 4 Channel Car Amp Amp. Everything works well except that I get a "whining" noise through only my right tweeter when I turn my headunit's volume down. The noise is related to my cars RPMs. As I increase the RPMs the sound gets louder and vice versa. I can't hear it if the volume is up loud. If the car isn't running and I'm just listening to music, the sound isn't there at all. I took it back to best buy but all he did was turn the amp down a little which did nothing. How can I fix this annoying noise?
