Are those the only two options you have? If not, you can do a lot better. I would say the soundstream subs because I think the fusion subs would fail on that power. They only handle 350 each.
The one with the better install, but you should shop around. You can do better then thoughs subs
1 skar audio or 1 Obsidian audio 15" would be better than any of those all day... hell I would put my single skar 12 on 1200watts in a 2:1 4th order against either of those setups you listed

See i was also thinking of 2 skar 12's or maybe one soundstream splx 15 also

a single skar 15 on that power would be nice... IMO, its always better when someone ask what you have and you say only a single 15. or 1 18 in my case

those are rated the same as my audioque hdc3 18 i have now. that would get down on 2k-2.5k, especially in that ext cab... my 18 gets down in my blazer on 2.2k

Best thing to figure out is how much room you want to take up for an enclosure and what kind of sound you are after in the end. Then make a choice. It won't help if you pick up a nice sub then cram it into a cheap enclosure or an incorrect enclosure.

The enclosure will be built to fit the subs specs but it will be built for numbers but also just a ****** daily at the same time. Its really between the re sx 18 or 2 skar 12's... Unless you guys have any other suggestions. You know what power I'm working with and everything. I have about a $390 budget on subs

That confused me a bit. So you are building for numbers and daily in the same build? I hope you have a good plan as a build like that normally does not follow the "specs of the sub" to well. Number chasing never follows the "specs" for subs and daily can in some cases..but it all depends. I would suggest a changeable port if that is what your after though.

That's what i am doing. Im making interchangeable ports for the box for tuning and such. I'm leaning more towards the re 18.
