which amp for 60w rms db650 speakers? a or b

Oh dont worry about something small like a 15 rms difference; just dont max out the gain;set it properly and you'll do FINE! It's better to have a bit more to work with for the future or if anything comes up. My Alpine SPX's are rated for 75 rms and I gave them 150 daily; i just was sure to be conservative on the gain; no harm will be done.

 
how do you like the db650's?? im thinking of those or mmc650
I hear good things about the MMC (MOMO) line. My db6500's were ok but I didn't like the tweeter much, it was kind of harsh at moderate+ levels. Go with the MMC's if you can. And yes, 75 watts rms will be a big improvement over the 22 rms you had (from the HU I assume). You can even go a little higher with the MOMO's, just make sure the signal is clean.
