what's the difference?

For the most part assuming they are similar products quality wise then there is no real difference. Check what voltage the RMS is rated at....some companies rate the RMS at 14.4 volts and others at 12.4 volts which can make a large difference especially if it is an amp that sucks alot of current and your voltage is dipping into the 12 volt area. There are other features to consider like crossovers etc. For example I would not pay $1000 for a JL 1000/1 when I could get a Diamond 1000.1 for $375.

what is the difference betweeb amp manufacturers if they put out the same RMS wattage to same ohms and what not
Features, quality of construction, efficiency, customer support, warranty, actual vs. rated power output, regulated vs unregulated power supplies, some such as JL slash and PG Xenon have regulated outputs, etc.

is it better to have a 12.4v or a 14.4v rating?

would you say an Infinity Reference 611a, or a Power Acoustik a2400db would be better to power 2 Infinity Kappa Perfect 12.1's?

EDIT: and easier on my electrical? or is there something else you would recomend?

looking for some nice, clean bass

I would have to say the infinity, based on their quality and reliability. I had one for a while and loved it. I really shouldn't have sold it looking back on it.

I really don't have any experience with the pa, but they just seem crappy. Most people on here say they're good, which they might be. IDK.
