Seriously though, keep reporting him. If it continues, then keep a log of all the dates and times he's being a nuisance and give a copy to the police. If it still happens, grab a camcorder and hide in a bush or behind a tree and tape him doing it. Video evidence is powerful stuff.

Take Honey and smear it on his windshield wipers...But, make a little dab so he trys to use his wipers. It'll smear accross his windshield and won't come off. You can use Vasaline, too.
